Students in college have the opportunity to block the release of their college status information thus resulting in underreporting of college enrollment and graduation rates. The percent of students doing so is relatively small, usually not greater than 3-4%. This percentage used to be lower at 1-2%, but in July 2011 NSC changed the way they handle FERPA blocks. NSC released the following statement describing the change:

"In order to enhance our protection of student privacy, we recently adopted a more conservative response to the FERPA blocking information that we receive from postsecondary institutions. Specifically, we now treat student FERPA blocks reported at any phase within their education records at a particular institution as applying to both enrollment and degree records at that institution.”

 Persistence Rate
A calculation of the number of graduates enrolled in a college in the second academic year following their high school graduation year divided by their College Direct number.
